Submitting to the Federal Register using New/Mode

New/Mode lets your supporters submit comments to open federal consultations directly from a New/Mode form. You can send comments to any open consultation on the Federal Register, and to consultations on Regulations.gov that are mirrored from the Federal Register.

Find an available consultation

New/Mode maintains a list of consultations that are ready to use.

  1. Create a new campaign and select Email to recipients as the campaign type.
  2. Go to the Recipients tab.
  3. Select the Consultations filter on the left.
  4. Choose the consultation you want supporters to comment on.

Request a new consultation

If the consultation you need isn’t listed, email support@newmode.net with the exact link to the consultation on the Federal Register or Regulations.gov.

We typically add new consultations within 48 hours. Comment periods have fixed deadlines, so send your request as early as possible.

If your organization plans to run consultation campaigns regularly, ask our support team about setting up a shared spreadsheet to track your requests and their status.

Set up your campaign

Once the consultation is available, set up your campaign the same way you would any other Email to recipients campaign. You can:

  • Pre-fill the message box with suggested comment text that supporters can submit as-is or edit.
  • Use the form and landing page to give supporters detailed instructions on writing their own comment.

Supporters are required to provide their full address. Otherwise, the form looks and works like any other New/Mode form.

Moderate submissions (optional)

By default, comments are sent as soon as supporters submit them. If you’d like to review each comment first, turn on manual approval.

  1. In your campaign setup, go to Message
  2. Turn off Submission Approvals. Submissions will now wait for your review instead of being sent automatically.
  3. To review submissions, go to Submissions in your campaign.
  4. Select the submissions you want to act on.
  5. Choose Approve, Decline, or Pending from the options at the top of the table.

Only approved submissions are sent to the Federal Register. For more detail, see Submission Approvals.

Important: Submissions must be approved before the comment period closes. Any submission still pending when the deadline passes will not reach the Federal Register.

A few things to know

  • Deadlines are firm. All submissions, including approvals of moderated submissions, must be completed before the comment period closes. Anything submitted or approved after the deadline will not be delivered.
  • Full address is mandatory. Address fields can’t be made optional on consultation campaigns.
  • No follow-up needed. Once a submission is sent (or approved, if you’re moderating), New/Mode handles delivery. Neither you nor the supporter needs to take any further action.
  • You keep supporter data. Supporter information is collected like any other New/Mode campaign, so you can follow up with updates or invite supporters to future campaigns.
  • Regulations.gov depends on mirroring. A Regulations.gov consultation can only be added if it’s also published on the Federal Register.
